Enforces a canonical 10-section structure: Overview, Model Routing, Mode Definitions, Mode Selection, Phase Grouping Rules, Token Optimization, Resilience Framework, Status Display, Requirements, and Fully Autonomous Pipeline. Language-agnostic: quality gate hooks are kept in scripts/hooks/ so run_parallel.sh stays language-independent. Compliant with run_parallel.sh, config/phases.yaml, and phase-builder.agent.md.
