Provision and use ArisPay x402 payer agents that pay for HTTP 402 resources with USDC on Base Sepolia. Use when the user says "/payagent create", "/payagent balance", "/payagent pay", when they want to auto-pay an x402-protected API (any site that responds 402 with x402 requirements), or when they ask about creating/funding/checking an agent wallet for paying per-request USDC micropayments. Wraps the payagent SDK and the ArisPay delegation API.
