Translate one or more GitHub Copilot native files (.github/copilot-instructions.md, .github/instructions/*.instructions.md, .github/agents/*.agent.md, .github/prompts/*.prompt.md, .github/skills/<name>/SKILL.md) into the native Claude runtime. Classify each section into agent/rule/skill/hook surfaces, diff against existing .claude/ state, produce a translation plan for user approval, and then apply the plan.
