Use this skill whenever the user wants to create, write, draft, scaffold, review, fix, or improve a SKILL.md file — the metadata + instructions file that defines an Agent Skill. Triggers on requests like "make a skill", "write a SKILL.md", "my skill isn't triggering", "review this skill's frontmatter", "fix this skill's description", or anytime a user pastes YAML frontmatter with `name:` and `description:` fields. Applies even when the user does not use the word "skill" but describes packaging instructions for an agent in a Markdown file with frontmatter.
