Pre-installation guard that prevents duplicate and redundant plugins/skills. Use this skill EVERY TIME the user asks to install a plugin, add a plugin, enable a plugin, or mentions "/install". Also trigger when the user says "install [plugin-name]", "add [plugin-name] plugin", "I want to try [plugin-name]", or any variation of requesting a new plugin installation. This skill MUST run before any plugin installation proceeds. It checks for exact duplicates and functionally overlapping plugins/skills already in the environment.
