Adds a new EventDispatcher hook to src/Plugin.php. Use when user says 'add hook', 'register event', 'new plugin event', or needs to respond to a new MyAdmin event. Covers getHooks() registration, GenericEvent callback signature, and myadmin_log instrumentation. Do NOT use for modifying the addon handler setup (AddonHandler, doEnable, doDisable).
